BEIJING, Oct. 12 (AP) -- China's state-sanctioned labor body is targeting Kodak and Dell in a new campaign to organize unions at foreign-owned companies following its success at unionizing Wal-Mart's 62 Chinese outlets, a group official said Thursday. The All China Federation of Trade Unions has set up new union branches at dozens of foreign companies after organizing the first of Wal-Mart Inc. outlets in July, said Guo Wencai, the ACFTU's director of grassroots organizing. Guo said the body is encouraging local organizers to target major foreign companies, especially those considered to be anti-union. He cited Eastman Kodak Co. and Dell Inc. as examples of anti-union employers. "We are going to exert very high pressure on these companies until unions are established there," Guo said at a news conference. The ACFTU is the umbrella body for labor unions permitted by China's communist government, which harasses and jails independent labor organizers. The group has been criticized as failing to promote workers' rights aggressively enough but Guo rejected that criticism and said the union hoped to win better pay and benefits for workers through contract talks with foreign companies.
