BEIJING, Jan. 24 -- Shanghai has budgeted 18 billion yuan (2.47 billion U.S. dollars) this year to upgrade the power grid and improve transmission capacity to try to counter some underdeveloped sections of the network overloading and forcing power cuts.

But officials with the Shanghai Electric Power Co said yesterday it was still too early to say whether the overall power supply can cope with the summer demands. Power authorities are still trying to sign more out-of-town supply contracts.

Peak demand in the city hit 18.02 million kilowatts last Thursday, approaching its winter top capacity.
