BEIJING, Feb. 27(Xinhuanet)-- China's top official in charge of security matters, Luo Gan, calling for"creating a harmonious and stable social environment and a just and efficient legal environment."

Party committees, governments and law-enforcement departments of all levels should be aware of the pressures and challenges under the current situation, according to an article written by Luo in the fifth issue of the Qiushi magazine of the Central Committee of the Communist Party of China(CPC), which will be published soon.

Luo is a member of the Standing Committee of the Communist Party of China(CPC) Central Committee Political Bureau and the secretary of the Political and Legislative Affairs Committee of the CPC Central Committee.

In his article, Luo said departments must pay great attention to internal contradictions among the people and handle them correctly. He stresses that this is crucial to"safeguarding the general situation of reform, development and stability, as well asa necessary demand for building up a socialist harmonious society." In his article he also pledged to"step up struggle against theenemy and safeguard national security."
