China to revamp "foreign expert" employment policies

BEIJING, Feb. 28 (Xinhuanet) -- China will phase in new policy on foreign experts introduction by encouraging more top-notch talents and less mediocre employees come to China.

"China is expected to adopt a new regulation regarding foreign experts in China this year," said Wan Xueyuan, the head of State Administration of Foreign Experts Affairs (SAFEA) here Monday in a national meeting on foreign experts affairs.

"The new regulation draws a line between foreign experts and foreign employees," said Wan. "Only the foreign experts will be granted with more favorable conditions."

According to Wan, the most-needed foreign experts in China hailfrom a variety of professions, ranging from agriculture to engineering to manufacturing to media.

"The introduction of this regulation and many other practices which centered both on efficiency and legitimacy will open up moredoors for China," said Wan. "The whole process of introduction, asa result, will be more scientific and democratic."
