BEIJING, March 2(Xinhuanet)-- China should draft a law in an effort to regulate the exploitation of its rich climatic resources as soon as possible, said a member of China's top advisory body here Wednesday.

Wen Kegang, a member of the National Committee of the Chinese People's Political Consultative Conference(CPPCC), made the remarks on the eve of the Third Session of the Tenth CPPCC National Committee, which is due Thursday.

China has implemented more than 20 laws relevant to the development of natural resources but the country is still lacking one focused on the development, application and protection of climatic resources.

According to Wen, it is crucial to tap climatic resources reasonably and give full scope to their economic and social valuesespecially when usable natural resources continue to shrink acrossthe globe.

In order to make both ends meet in global energy supply, 154 countries and regions signed a manifesto to upgrade the development and application of the wind, solar and biological energy worldwide in 2004. China also plans to generate 10 percent more electric power from renewable energy sources in five years.

As China boasts abundant climatic resources, particularly solarand wind power, the country enjoys bright prospects in further tapping, developing and using them, said Wen, vice chairman of theSubcommittee of Human Resources and Environment of 10th CPPCC National Committee.

Climatic resources should be exploited in an"orderly, scientific and well-planned" way and a law to be enacted in this regard will be a vital guarantee for the"effective and sustained"use of China's climatic resources, Wen said.
