Gov't to release property rights draft to solicit opinions

BEIJING, July 1(Xinhuanet)-- China's top legislature or National People's Congress(NPC) Friday decided to release the full text of a property rights draft law to seek public opinions, sources with the NPC Standing Committee said.

In order to make clear the draft content, the former draft with too many legal words has now made easier to read, according to director of the civil law office under the NPC Standing Committee.

The draft law of property rights has been submitted for the third deliberation to the 16th session of the 10th NPC Standing Committee from June 26 to July 1. Chinese lawmakers have shown their own various opinions on the draft.

Due to its close relation with citizen's rights, the draft will be submitted for another two times to the top legislature this October and December after the release to the public. The NPC Standing Committee has planned to submit the draft to the next NPC annual full meeting in the spring of 2006 if the draft finds consensus, said the source.

The law will stipulate the detailed property rights of individuals in line with the amended Constitution Law, which admits private property. It also will make clear some property disputes among individuals and the state.
