China to encourage industry to support agriculture

BEIJING, Feb. 21(Xinhuanet)-- China's central authorities released Tuesday its first document of the year, urging the acceleration of long-term plans for the industrial sector to support agriculture.

The document embraces a set of ideas set forth by the Communist Party of China(CPC) Central Committee and the State Council, or the central government, and urges increasing investment and financial support in agriculture and the countryside.

The essence of the policy shift will move the onus from agriculture supporting industry to industry supporting agriculture. It is aimed at boosting agriculture and the rural economy by providing more favorable resource allocation. This willbe accomplished by enhancing public fiscal support to agriculture in the hope of lessening the income gap between rural and urban residents, experts say.

The document makes clear that the focus on infrastructure investment should shift from cities to countryside. It puts forward that public fiscal support in rural areas should be expanded and that new funds for agriculture should be steadily increased.

According to the document, China will enhance tax revenue from land leases or land use fees and invest it in agriculture and the countryside. Fees levied from land leases will be mainly invested in the construction of irrigation facilities.

"To spend part of the revenue from land use fees on agriculture is a practical way to increase investment in the countryside," said Han Jun, an expert on issues concerning agriculture, farmers and the countryside.In recent years, local governments have made a lot of money charging industry developers land use fees and while that revenue has been used for urban construction, rural areas have seldom benefited, Han said.

In an effort to create more jobs for migrant workers from the countryside, the document calls for equality between the urban andrural workforce, and establishing a social security system in rural areas.

The document also urges system reforms on land acquisition, residents' registration in order to boost the rural economy. Enditem
