Backgrounder: Development of China-Russia parliamentary relations

MOSCOW, May 12 (Xinhua) -- China's top legislator Wu Bangguo will start an official goodwill visit to Russia on Wednesday.

Wu, chairman of the Standing Committee of the National People's Congress (NPC), is also scheduled to attend meetings between the NPC and the Russian Federation Council (the upper house of the Russian parliament) and the State Duma (the lower house of parliament).

The following are some basic facts about the development of China-Russia parliamentary relations over recent years.

In recent years, the Chinese NPC and the Russian parliament elevated the level of cooperation, which has strengthened mutual trust between the two countries and promoted friendship between their peoples. It has also played a major role in promoting the development of China-Russia strategic partnership of cooperation.

In 2005, the NPC and the Russian Federal Council and the State Duma approved the supplementary agreement on the east section of China-Russia border, concluding the legal procedure of completely solving the border issue.

Also in 2005, the mechanism of regular exchanges between the NPC and the Federation Council and State Duma was formally launched. It is the highest-level of regular meeting mechanism between the NPC and a foreign parliament.

The mechanism of regular exchanges serves as a useful platform for dialogue and cooperation between the NPC and the Russian parliament. It has also contributed to promoting the sound and sustainable development of China-Russia relations.

The high-level exchanges between the NPC and its Russian counterpart have maintained a sound momentum of development since the exchange mechanism was established. The NPC has so far held two meetings with the Russian Federation Council and the cooperation committee of the State Duma.

They agreed to strengthen communication and cooperation on major international and regional issues, and to coordinate better under the framework of the Shanghai Cooperation Organization (SCO)and work together to safeguard world's peace and stability.

The year 2006 and 2007 marked the reciprocal China-Russia national theme years, when the NPC and the Russian parliament conducted frequent exchanges of visits to promote youth exchanges and held symposiums on legislation.

The parliamentary exchanges between China and Russia constituted an integral part of China-Russia strategic partnership of cooperation, Wu said in March when meeting in Beijing with Dmitry Mezentsev, deputy chairman of the Russian Federation Council.

The NPC is ready to work together with the Russian parliament to further improve the mechanism of exchanges and to promote their bilateral cooperation to achieve fruitful results, Wu added.
