Deputy Minister of Civil Affairs Li Liguo said, by the end of this year, China will strive to achieve the goal of no vagrant minors begging on the cities’ streets.

Li said that there are still vagrants and beggars in the cities of China, which is a problem hard to eliminate in a short time. However, with the joint efforts of multiple departments, child beggars coerced by adults or begging alone in the cities are almost vanished currently.

There are 1.59 million of vagrants and beggars have received social assistance and settled down in the year of 2011, 150 thousand of whom are children.

Li added that the Ministry of Civil Affairs will improve its establishment and administration on subsistence security system. The management and administration procedures will be optimized to facilitate the grass-roots people in applying for assistance.
