Zhou: Avoid conflicts caused by inappropriate handling of petition

Petition handlings should be improved to promote social harmony, emphasized Zhou Yongkang, China’s top policeman, at a meeting held in Beijing on October 9th.

With the upcoming 18th Party congress, department at all levels should enhance awareness of Party principles, overall situation and responsibility, stressed Zhou Yongkang, Member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and Secretary of the Political Science and Law Committee of the CPC Central Committee.

Zhou pointed out not only the goals, but the have-tos for authorities at all levels should implement to achieve the goals. He said:

One, further respond to people's reasonable appeals. Authorities at all levels, officials in particular, should get close to the grassroots, to learn about the difficulties and grievances of the public, thus to solve the problems at the grassroots level.

Two, enact and enforce risk assessment system before making policies. The government should listen to the public, actively respond to their concerns, and thereby, to avoid conflicts caused by inappropriate decisions, duty dereliction or misconduct.

Three, further improve the resolution to grassroots-level contradictions. Authorities should do their job thoroughly by developing a clear understanding about the unfolded disputes, and taking effectives steps to wipe out the potential accidents at the earliest possible date.

Four, fully respect and guarantee people's petition rights, keep petition channels accessible, and in the meantime, maintain good order by handling illegal activities in accordance with the law.

Five, enhance publicity and strengthen the guidance of public opinions. To achieve this, the government should: firstly, promote the Scientific Outlook on Development, better publicize the improvement of people's livelihood and policies that benefit the people; secondly, deepen legal education; and thirdly, guide the public to secure social harmony and stability by expressing concerns pertinent to their interests through reasonable and lawful means.

Six, strengthen organization, leadership, and the implementation of responsibilities. Authorities at varying levels are required to pay more efforts in the deployment and inspection of petition handlings, make sure measures are thoroughly implemented, so as to provide a good social environment ahead of the upcoming Party congress.
