Civil servants that failed the annual performance appraisal twice consecutively will be removed, reporter learned from the preparatory meeting on the 2012 performance appraisal of civil servants of Chongqing, held yesterday.
In previous appraisals, 14.6% civil servants were rated excellent on average, two per ten thousands were qualified and five per ten thousand were unqualified, according to Jiang Jianguo, director of the Chongqing municipal Bureau of Civil Servants.
Since the implementation of the Civil Servant Law of the People's Republic of China in 2006, the Chongqing municipal government has adopted an appraisal system to evaluate performance and efficiency of its staff.
The result offers an important basis for the management system of civil servants, including appointment, training, official rank and payment.
