BEIJING, Feb. 7-- After eight strenuous years of efforts, Deng Jiwu, a common farmer in Daan County of Anhui Province, finally got compensation of 14,553 yuan(US$1,761) from Daan Procuratorate on January 5 for being mistakenly detained for 228 days. However, Deng was not satisfied with the outcome, as the compensation sum does not cover the debts from his years of rushing about, reported a Shenyang-based newspaper, China Business Morning View.£ūDeng Jiwu in his father's house(xwhb.net) Eight years ago, Deng was mistakenly arrested by the local police for allegedly writing a big-character poster and was later detained for 228 days. To get state compensation for the unfair treatment he had suffered, Deng has led a hard and busy life in the past eight years, appealing to the higher authorities for help. "Without money to get a lawyer to help me, I learnt law and filed a lawsuit on my own," Deng told the newspaper. In early 1998, some villagers in Xinlibao Village where Deng lives demanded the reclamation of farmland from a nearby fishery, but was rejected by the local water conservancy authorities in accordance with state law, which was not understood by some villagers. On March 5 the same year, they put up big-character posters on the school gate, claiming they would reclaim farmland for whatever price they had to pay, even death. The local police later conducted an investigation into the event. On April 23, Deng was taken to the police station on suspicion of writing the poster, and was detained the next day. During detention, Deng was asked to write copies of the big-character poster, which Deng later learned were used for handwriting authentication. On May 18, with the approval from Daan Procuratorate, local police officers formally arrested Deng, and in September filed a lawsuit against Deng for inciting violence to resist the implementation of state law. However, it turned out that Deng was not the creator of the big-character poster according to the handwriting authentication by the China Criminal Police College during the trial. On September 10, Daan Procuratorate repealed the arrest decision, and Deng was released the next day. But by then, Deng had been detained for 228 days. It was then that Deng made up his mind to apply for state compensation for the unfair treatment. According to Deng, huge misfortunes had happened to his family during the past eight years. His wife left him, taking with her their only daughter, and his mother, failing to see him return to the village, died from a heart attack. Over the years, Deng has not only spent his savings of over 30,000 yuan(US$3,629), but also accumulated 30,000 yuan(US$3,629) in debts. In 2004, Deng sold his house at a low price of 8,000 yuan(US$968) to go on with the lawsuit. On February 24, 2004, Daan Procuratorate accepted and heard the case, in which Deng asked for a compensation amounting to 500,000 yuan(US$60,497), but decided not to grant the compensation. Failing to get compensation from the procuratorate, Deng filed an application to the compensation committee of the Baicheng Intermediate People's Court, which granted a total compensation of 14,553 yuan(US$1,761) and ordered Daan Procuratorate to restore Deng's reputation in Baicheng Daily, but overruled Deng's other pleas. Despite receiving the compensation from Daan Procuratorate on January 5 this year, Deng was not quite satisfied with the outcome. "The Daan Procuratorate has not restored my reputation in Baicheng Daily up to now. I am not satisfied. In addition to the procuratorate, I will bring a lawsuit against the Daan Police Bureau.
