Thirty fishing boats get ready to set out on a 20-day fishing trip to Nansha Islands in the South China Sea from Sanya, Hainan Province, yesterday.

China may set up a legislative body on the newly established Sansha City, to improve the administration of the Xisha, Zhongsha and Nansha islands, Hainan authorities said.

Meanwhile, Chinese Foreign Minister Yang Jiechi said at a forum attended by regional foreign ministers in the Cambodian capital of Phnom Penh that Huangyan Island has always been part of Chinese territory and not a disputed island.

It was the the Philippines that sent a naval vessel to hurt Chinese fishermen on China's territory several months ago, he said, warning it not to make trouble in future.
