Huang and his classmate Zhou Xiaoli spent 15,000 yuan (1,942 USD) to make the lightplane as their graduation project. They had planned to carry out their first test-flight on Thursday but was denied permission by their college and local civil aviation department due to safety considerations, according to local media.
