IOC president delivers speech

BEIJING, Aug. 24 (Xinhua) -- International Olympic Committee (IOC) President Jacques Rogge started to deliver a speech in the National Stadium in north Beijing at the closing ceremony of the Beijing Olympic Games on Sunday night.
