JAKARTA, May 12 (AP) -- Indonesia's government ordered an investigation Friday into the Taiwanese president's overnight stopover at a small Indonesian island, saying that he had permission only to refuel -- not to stop for other activities.

Taiwanese President Chen Shui-bian was believed to have landed late Thursday on the Indonesian island of Batam, near Singapore, and remained there early Friday, law minister Widodo Adisucipto told reporters.

The Batam governor has been ordered to investigate the stopover because Chen was given permission only to refuel, and that normally would take only a couple of hours, he said.

"The president has ordered the governor of Riau province to check on the activities of the plane that landed in Batam because it has violated the permission given to it by the transport department," he said.

"(Chen) is still in Batam and doing things without the government's knowledge," he added. "We recognize only one China."
