EU summit ends with substantial results

BRUSSELS, March 14 (Xinhua) -- The two-day summit of the European Union concluded here Friday after the 27 heads of state and government achieved substantial results on economic matters, climate change and the Barcelona Process.

The leaders endorsed a plan Thursday to implement the 27-nationbloc's flagship reform strategy for economic growth and jobs within the Lisbon Strategy in the next three years.

The summit expressed support for the establishment of a Mediterranean Union proposed by French President Nicolas Sarkozy and agreed in principle that all EU member states would take part in the project.

On energy and climate change, also top issues at the summit, the EU member states remained divided over a greenhouse gas emissions cap, but agreed to complete the negotiations on implementing a roadmap on the overall emissions targets agreed last year.
