Shen Jilan, a 84-yr-old deputy to the National People's Congress (NPC) who has served for 58 years, said at a panel discussion yesterday that only socialist countries have pension systems.

Shen, currently the vice Party Branch chief of Xigou village, Shanxi province, was the only person in China to be elected a record 12 consecutive times as NPC member.

Talking about her election, she said in local Shanxi accent that she was very happy and proud of that, casting herself as a "witness" to China's NPC system.

In a speech to her fellow deputies from Shanxi province, she expressed her gratitude to the Communist Party of China (CPC) for the great achivements it made and the benifits it has brought to villagers.

"I think the Communist Party is the best," she said.

According to Shen, she and her fellow villagers had to get up at 5 am to carry drinking water to their home, and now they have tap water.

Citing another instance of China's progress in infrastructure construction, she said it took her 4 days to get to Beijing in the past. But with high-speed rail, it takes only a little more than 2 hours.

At the end of her short speech, Shen said she would take premier Wen Jiabao's government work report back to her hometown.
