APEC actively involves in its process leading business and industry groups as well as academia, research institutes and interest group within the community.
In general, economies, organizations, business and entrepreneur representatives, academic corps and other specialists that are not APEC members may request to participate or be invited to the APEC meeting within certain guidelines.
Guests may be invited to participate in APEC events and in the Work Groups activities. However, they may not participate in the Senior Officials meetings neither in the Ministerial Meetings or different Industry Meetings, nor can they be invited to participate in the work group sessions in which policy decisions are made.

Officials from the 21 APEC member economies.
APEC Secretariat officials.
APEC observers – Secretariat of the Association of South East Asia Nations (ASEAN), Economic Cooperation Council of the Pacific (PECC) and the Secretariat of the Pacific Islands Forum (PIF).
APEC Business Advisory Council (ABAC).
